NEW YORK (Reuters) - The following are quotes from the Reuters Global Energy Summit on Wednesday.

BRUCE WILLIAMSON, DYNEGY INC. (DYN.N: Quote, Profile, Research, Stock Buzz), CHIEF EXECUTIVE

"The biggest thing lacking on the carbon issue right now is federal leadership on the issue. What there tends to be is comments or proposals made ... that want to throw something up dealing with the problem."

"I think the biggest question for me on Washington, in addition to leadership, is does the government of the U.S. want to get serious about it and deal with the (carbon) problem, or do we want to give it some lip service ... and make some proposals, but not really act on it."

BILL GREEHEY, NUSTAR ENERGY LP (NS.N: Quote, Profile, Research, Stock Buzz), CHAIRMAN

"Ethanol comes at a high price. You'd never produce a gallon of ethanol if it wasn't for the subsidy, and so the subsidies just keep getting greater and greater ... I think it's terrible public policy."

RANDY ZWIRN, SIEMENS (SIEGn.DE: Quote, Profile, Research, Stock Buzz) POWER GENERATION, PRESIDENT

"Looking forward, the U.S. and the world is going to need a diverse mix of environmentally compatible generation solutions. There won't be a silver bullet. We are going to need to utilize all the fuels. We are going to need to utilize alternative energy."

"I think, first of all, the U.S. needs to show leadership. This idea that we can stay out of the game until China and India step in, to me is the wrong approach ... I think the important thing we need is a price signal, a price signal that puts some certainty on the cost of carbon to the economy."  Continued...
